Executive Order - FEMA Governors

The President today signed an Executive Order (attached) establishing a Council of Governors to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards. When appointed, the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.

The bipartisan Council will be composed of ten State Governors who will be selected by the President to serve two year terms. In selecting the Governors to the Council, the White House will solicit input from Governors and Governors’ associations. Once chosen, the Council will have no more than five members from the same party and represent the Nation as a whole.

Federal members of the Council include the Secretary of Defense, the Secretary of Homeland Security, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant to the President for Intergovernmental Affairs and Public Engagement, the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs, the U.S. Northern Command Commander, the Commandant of the Coast Guard, and the Chief of the National Guard Bureau. The Secretary of Defense will designate an Executive Director for the Council.

The Council of Governors will provide an invaluable Senior Administration forum for exchanging views with State and local officials on strengthening our National resilience and the homeland defense and civil support challenges facing our Nation today and in the future.

The formation of the Council of Governors was required by the Fiscal Year 2008 National Defense Authorization Act which stated, “The President shall establish a bipartisan Council of Governors to advise the Secretary of Defense, the Secretary of Homeland Security, and the White House Homeland Security Council on matters related to the National Guard and civil support missions.” (NDAA FY2008, Sec 1822)

By the authority vested in me as President by the Constitution and the laws of the United States of America,including section 1822 of the National Defense Authorization Act of 2008 (Public Law 110-181), and in order to strengthen further the partnership between the Federal Government and State governments to protect our Nation and its people and property,it is hereby ordered as follows:

Section 1. Council of Governors.

(a)There is established a Council of Governors (Council).The Council shall consist of 10 State Governors appointed by the President (Members), of whom no more than five shall be of the same political party. The term of service for each Member appointed to serve on the Council shall be 2 years, but a Member may be reappointed for additional terms.

(b)The President shall designate two Members, who shall not be members of the same political party, to serve as Co-Chairs of the Council.

Sec. 2. Functions. The Council shall meet at the call of the Secretary of Defense or the Co-Chairs of the Council to exchange views, information, or advice with the Secretary of Defense; the Secretary of Homeland Security; the Assistant to the President for Homeland Security and Counterterrorism; the Assistant to the President for Intergovernmental Affairs and Public Engagement; the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs; the Commander,United States Northern Command; the Chief, National Guard Bureau; the Commandant of the Coast Guard; and other appropriate officials of the Department of Homeland Security and the Department of Defense, and appropriate officials of other executive departments or agencies as may be designated by the Secretary of Defense or the Secretary of Homeland Security.Such views, information, or advice shall concern:

(a)matters involving the National Guard of the various States;

(b)homeland defense;

(c)civil support;

(d)synchronization and integration of State and Federal military activities in the United States; and

(e)other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.

Sec. 3. Administration.

(a)The Secretary of Defense shall designate an Executive Director to coordinate the work of the Council.

(b)Members shall serve without compensation for their work on the Council. However, Members shall be allowed travel expenses, including per diem in lieu of subsistence, as authorized by law.

(c)Upon the joint request of the Co-Chairs of the Council, the Secretary of Defense shall, to the extent permitted by law and subject to the availability of appropriations, provide the Council with administrative support,assignment or detail of personnel, and information as may be necessary for the performance of the Council's functions.

(d)The Council may establish subcommittees of the Council. These subcommittees shall consist exclusively of Members of the Council and any designated employees of a Member with authority to act on the Member's behalf, as appropriate to aid the Council in carrying out its functions under this order.

(e)The Council may establish a charter that is consistent with the terms of this order to refine further its purpose,scope, and objectives and to allocate duties, as appropriate,among members.

Sec. 4. Definitions. As used in this order:

(a)the term "State" has the meaning provided in paragraph (15) of section 2 of the Homeland Security Act of 2002(6 U.S.C. 101(15)); and

(b)the term "Governor" has the meaning provided in paragraph (5) of section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122(5)).

Sec. 5. General Provisions.

(a)Nothing in this order shall be construed to impair or otherwise affect:

(1)the authority granted by law to a department, agency, or the head thereof; or

(2)functions of the Director of the Office of Management and Budget relating to budgetary,administrative, or legislative proposals.

(b)This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

One must read this one closely but when it dawns on you that the 10 Governors to be appointed by the President will perhaps soon correspond to the 10 FEMA REGIONS and effectively will be under the Secretary of Defense and hence the President in a system of Regional Military Governors over all States, not just the States they might be from, you might just experience a chill up your spine. Note that then all States in essence have been taken over at least on paper by the President and will be administered Militarily. Read carefully Section -2 Functions, of this Executive Order and you will clearly see how inclusive these functions can be……. especially Item e which has language sufficiently broad and loose that a Tank Battalion could be driven through it.

Americans had better understand that this Executive Order along with all of those previously signed ,and with Presidential Decision Directive 51 and others will be used to destroy the Constitution and Bill of Rights and to render each American effectively into nothing more than a member of a work gang subject to control of the Regional Military Governor who is under the Secdef who is under the President. Posse Comitatus then is dead, Habeas Corpus is dead, Bill of Rights is dead, and only the whims and subjective decisions of the Regional Military Governor, as directed by the President via the Secretary of Defense and executed by Northcom troopers who now include U.S. , Canadian, Mexican, and other Foreign troops as well as Mercenaries and the States’ National Guards, Militias, and Police agencies will be the Iron Fist Rule of the Land.

The recent order, posted on the White House website, was accompanied by the explanation that the group is to work "to protect our nation against all types of hazards." It comes just weeks after the president issue a similarly obscure order vastly expanding INTERPOL's privileges in the U.S.

The White House said the new council is to include governors and administration officials to review "such matters as involving the National Guard of the various states; homeland defense, civil support; synchronization and integration of state and federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities."

However, there was no definition of what would be included in the group's authority. Can the council recommend "military activities" and can the governors, who already are in command of their own state guard units, mandate activities outside of their areas of jurisdiction? The White House did not respond to WND questions on the issue.

It looks as though President Obama today has taken his first step towards martial law in America. I just pulled this piece off the wires which indicates the issuance of his new executive order. This order sets up the framework for the use of federal troops and the combination of state and federal agencies under the Defense Department. This is startling news for many reasons. Why now? Why now?

How many FEMA regions are there? You guessed it: 10.

Now, from the text of the executive order, “The Council shall consist of 10 State Governors appointed by the President.”

This is just another action designed to continue to merge state and federal power. It also opens the door for more military involvement in domestic affairs and has sparked concern that the groundwork is being laid for a “national civilian security force”. Others fear that this is a step in undermining the 10th Amendment by eliminating more of the independent authority and the sovereignty of the States.

Obama has issued another executive order, this time establishing a so-called “Council of Governors.”

The order, signed on January 11, further diminishes the sovereignty of the states and builds on a framework for possible martial law. The executive order was completely ignored by the corporate media.

In other words, the Pentagon and Homeland Security will give hand-picked governors their marching orders under the guise of “synchronization and integration of State and Federal military activities in the United States,” a direct violation of Posse Comitatus.

Breakdown of FEMA Regions -

Main Core is the code name of a database maintained since the 1980s by the federal government of the United States, which contains personal and financial data of millions of U.S. citizens believed to be threats to national security.[1] The data, which comes from the NSA, FBI, CIA, and other sources,[2] is collected and stored without warrants or court orders.[3] The database's name derives from the fact that it contains "copies of the 'main core' or essence of each item of intelligence information on Americans produced by the FBI and the other agencies of the U.S. intelligence community."[4]

The Main Core database is believed to have originated with the Federal Emergency Management Agency (FEMA) in 1982, following Ronald Reagan's Continuity of Operations plan outlined in the National Security Directive (NSD) 69 / National Security Decision Directive (NSDD) 55, entitled "Enduring National Leadership," implemented on September 14, 1982.[5]

As of 2008 there are reportedly eight million Americans listed in the database as possible threats,[6][not in citation given] often for trivial reasons,[7][not in citation given] whom the government may choose to track, question, or detain in a time of crisis.[8][not in citation given]

The existence of the database was first reported on in May 2008 by Christopher Ketcham and in July 2008 by Tim Shorrock.[9]

This has to be the scariest thing I have read in a very long time. The Rand Corporation was asked by the US Army to prepare a report recommending whether or not the US Needed a National Stability Police force. Basically a call for American "Brown Shirts" Rand's answer was a resounding yes.

Our analysis clearly indicates that the United States needs an SPF or some other way to accomplish the SPF mission. Stability operations have become an inescapable reality of U.S. foreign policy. Establishing security with soldiers and police is critical because it is difficult to achieve other objectives—such as rebuilding political and economic systems—without it.

Background: the First Brigade of the Third Infantry Division, three to four thousand soldiers, has been deployed in the United States as of October 1. Their stated mission is the form of crowd control they practiced in Iraq, subduing "unruly individuals," and the management of a national emergency. I am in Seattle and heard from the brother of one of the soldiers that they are engaged in exercises now. Amy Goodman reported that an Army spokesperson confirmed that they will have access to lethal and non lethal crowd control technologies and tanks.

George Bush struck down Posse Comitatus, thus making it legal for military to patrol the U.S. He has also legally established that in the "War on Terror," the U.S. is at war around the globe and thus the whole world is a battlefield. Thus the U.S. is also a battlefield.

Last year, I ranted about the death of Posse Comitatus and the presence of an active-duty military unit inside the borders of the United States. If you missed these posts, come up to speed now – otherwise, you may not appreciate the full impact of what I’m about to tell you.

This active-duty military unit is US Army 3rd Infantry Division’s 1st Brigade Combat Team (otherwise known as the Chemical, Biological, Radiological/Nuclear, and Explosive Consequence Management Response Force or CCMRF – pronounced, strangely enough, “sea-smurf”). Last time I checked on the whereabouts of this brigade, they had returned home from Iraq (October 2008) to Fort Stewart, Georgia, which is their base.

I’ve now found them in Orlando, Florida. They’ve been on the move, toughing it out in ‘gator territory and running simulated exercises (the type that will give them very solid experience to react to social unrest rapidly and effectively). I’ve asked before why a highly experienced combat brigade has returned to the US – and is potentially giving the finger to Posse Comitatus if this brigade is going to be increasingly taking a role in domestic law enforcement (let us remind ourselves that the US Constitution limits the power of the Federal Government to use the military for law enforcement). To find out just how highly experienced this brigade is (they are known as “Rock of the Marne”) go here.

Of course, a Commander has been quick to state that the brigade is “…… not allowed to act in the place of law enforcement”. So they’ve been busy participating in urban search and rescue efforts along with local officials. Now let’s not lose sight of the fact that the CCMRF is a fully trained and experienced unit that has spent over 35 months in Iraq patrolling in “full battle rattle”. They are well used to confronting an enemy in a theatre of war – so why are they back in the States simulating search and rescue efforts? What are they going to be rescuing, searching for or getting control of?

National Emergency Centers Establishment Act

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.

Free People – Well, it is easy now to see where this all is going in just the last few days. We have long been following joint meetings, drills and trainings between US, Canadian and Mexican forces. This would be the final step to ‘enforcement’ of a new Union of North America. With the Council of Governors, the power is drained away from the individual states and usurped into a new framework that will dictate policy, security, finances/monetary and judicial processes to effectively hijack our country out from under us.

This is it. The carjacker/hijacker has gone from helping us with our flat tire to pulling a gun on us and forcing us back into the car while he drives us with us inside, held at gunpoint.

Good thing he doesn’t know we have a gun stashed in the glovebox and when his arm gets tired, we will seize the advantage. It might be a hell of a struggle, but it will feel far better than sitting there at his mercy! May God have mercy on his soul for WE ARE NOT AFRAID!!!!!!

Some people have referred to it as the "secret government" of the United States. It is not an elected body, it does not involve itself in public disclosures, and it even has a quasi-secret budget in the billions of dollars. This government organization has more power than the President of the United States or the Congress, it has the power to suspend laws, move entire populations, arrest and detain citizens without a warrant and hold them without trial, it can seize property, food supplies, transportation systems, and can suspend the Constitution. Not only is it the most powerful entity in the United States, but it was not even created under Constitutional law by the Congress. It was a product of a Presidential Executive Order. No, it is not the U.S. Military nor the Central Intelligence Agency, they are subject to Congress. The organization is called FEMA, which stands for the Federal Emergency Management Agency.

Speculation about the mysterious origin and funding of the so-called Federal Emergency Management Agency (FEMA) has continued for decades.

The history of FEMA as an illegal unconstitutional entity has been most recently exposed in an unprecedented lawsuit against the CIA and its alleged drug trafficking and money laundering operations.

In September 1998 a $63 million lawsuit (Case No. 98CV11829JLT) was filed by Massachusetts attorney Ray Kohlman on behalf of former Green Beret Bill Tyree.

Kohlman, a former legal investigator for attorney William Pepper in the Martin Luther King murder trial of James Earl Ray, filed a 101-page complaint on behalf of his client.

The suit, replete with five inches of affidavits and appendices, names the Central Intelligence Agency, former Massachusetts Governor A. Paul Celucci, former Massachusetts Attorney-General Scott Harshbarger, former CIA director and US President George Bush and self-admitted government assassin D. Gene Tatum as defendants in a far-reaching case involving US Government sanctioned drug smuggling, murder, and coverup.

Bill Tyree is currently serving a life sentence for the murder of his wife -- a case eerily similar to that of Dr. Jeffrey McDonald, a Ft. Bragg doctor who was framed for the murder of his wife and children in the early 1980s.

"In the mid 1970s, while serving in Panama, Tyree and other Green Berets were led into Colombia under the command of Green Beret Colonels Cutolo and Baker to plant radio beacons, so that plane loads of cocaine could fly below Colombian and US radar, and land undetected in Panama," writes former LAPD officer Mike Ruppert in his newsletter (From the Wilderness, P. O. Box 6061-350, Sherman Oaks, CA 91413,

"Orders for these missions came from the CIA's Ed Wilson and Tom Clines," continues Ruppert. "Tyree had been a part of many secret missions and was losing his taste for it. His wife was keeping a diary [for which she was presumably murdered, and which later disappeared]."

"Five Special Forces Colonels -- Cutolo, Baker, Malvesti, Rower and Bayard -- have died under mysterious circumstances since. The heart of the Tyree documentation consists of an affidavit allegedly written by Colonel Cutolo who was also Tyree's commanding officer at Fort Devens, Mass. at the time of Tyree's arrest. Both were then with the 10th Special Forces."

"That fifteen page document gives precise details of CIA drug operations using Special Forces personnel. It also describes how Tyree was framed for the murder of his wife and how Special Forces personnel were used to intimidate and conduct illegal electronic and physical surveillance of anyone who might expose CIA drug dealing."

According to the complaint in the lawsuit, "the Plaintiff [Tyree] alleges that the Defendants CIA and George Bush were negligent and failed at the conclusion of Operation Watchtower to monitor the post-Watchtower events and seek legal congressional funding for the origination of FEMA (Federal Emergency Managemnt Agency), and this failure led to the concealment and coverup of Operation Watchtower, written about in the diaries of Elaine Tyree, seized illegally and turned over to Colonel Carone and then to the CIA, which ensured that the Operation Watchtower drug trafficking operation would remain covert, allowing the drug profits from this Operation to be used to circumvent Congress and fund FEMA and continue the pattern of criminal activity."

Colonel Carone, who died in 1990, was a CIA paymaster and Mafia-connected money launderer, who incidentally held the rank of full colonel in Army Intelligence. As Oliver North's bagman, he also couriered large amounts of cash in and out of the country.


Tyree's lawsuit alleges that "to coverup Operation Watchtower which was one of several illegal drug operations that produced a profit which was used in turn to help originate and implement FEMA violating: a. Separation of powers: the executive branch brought about an agency (i.e. FEMA) which has the authority to suspend the US Constitution, (e.g. further suspending legislative and judicial branches), but is vague in its verbiage as to what does constitute an emergency and fails to list what, if any duties the legislature and judiciary will have to perform if the US Constitiution is suspended."

Even though the origin of FEMA has remained historically unclear, Tyree's lawsuit alleges that FEMA, created by Executive Order, is illegitimate "since Congress had to approve FEMA for two specific reasons: (1) FEMA is a vaguely written Executive Branch created agency that has the power to suspend the US Constitution and put the legislative and judicial branches of government out of work; (2) FEMA is an Executive Branch creation that clearly affects all three branches of Government capable of silencing the voice of the people, (i.e. legislative) and the legal redress of the people, (i.e. judiciary)."

FEMA was allegedly created by Executive Order 12148 which became law simply by its publication in the Federal Registry. In other words, Congress was bypassed for FEMA's authorization as well as its funding. But if Congress never authorized the "agency," where do operational expenses come from?

Tyree's lawsuit alleges that laundered drug profits were the initial source of funding.

According to the lawsuit, "the Plaintiff alleges the Defendants CIA and George Bush did intentionally engage in the complained of conduct herein to conceal: (1) the origins of FEMA and that profits from drug trafficking by the CIA were used in some part to originally fund FEMA and the drafting of the FEMA infrastructure." Two "FEMA"s?

In an even more astounding allegation, the lawsuit claims that Colonel Carone told the Plaintiff that "Colonel Ollie North worked on developing a plan known as FEMA, which would in an ill-defined national emergency, allow the US Military to take control of the United States to ensure National Security" and that Colonel Carone said that "FEMA" originally stood for "Federal Emergency Military Action." (i.e. Martial Law), but was retitled Federal Emergency Management Agency because it would be better received by the people of the United States.

The late Colonel Carone also claimed that "he took drug profits that were clean and laundered in 1982-1984 to the following: NSC -- Colonel Oliver North who used the funds to create and develop FEMA." [p. 88 of the lawsuit]

Colonel Carone also testified that "FEMA was one of those off-the-shelf creations that was funded through the giant black operations fund which came about from drug trafficking operations instituted by the CIA which Congress has no idea of and no control over," that "the FEMA Chain of Command, rules and regulations that he had seen violated the US Constitution, and actually established a succession to the Office of the President in the event of an emergency that circumvented the Vice- President and the Speaker of the House of Representatives."

Carone said "NSC used drug trafficking profits to start FEMA without congressional approval... a 1981 NSC Directive written by Frank Carlucci [states]: `Normally a state of martial law will be proclaimed by the President. However in the absence of such action by the President, a senior military commander may impose martial law in an area of his command where there had been a complete breakdown in the exercise of government functions by local authorities.'"

"Colonel Carone said a literal interpretation of the 1981 NSC Directive was that a local yokel national guard commander could institute martial law, and the actions of FEMA, without local citizens ever knowing how FEMA came to be, or what FEMA was originally intended to be about, would automatically be triggered without any type of presidential order... Congress doesn't even have the purse strings on this one. It's all from the Black Operations Fund which Congress will never force the US Intelligence Community to admit even exists."

None dare call it fascism, but due to this explosive lawsuit, the origin of FEMA and its funding may finally be known.

On the other hand, don't hold your breath. If this lawsuit escapes the black hole of so-called "national security law" or the clutches of a corrupt judiciary, it will be a major miracle.

In "X-Files" one of the characters explains that "FEMA allows the White House to suspend constitutional government upon declaration of a national emergency. It allows creation of a non-elected government. Think about that, Agent Mulder."

The Washington Post's federal column made fun of the claim, and quoted FEMA public affairs guidance about the movie that essentially paints those concerned with the agency's potential role as kooks. Says the FEMA spinhead: "it is not realistic to think that we can convince them otherwise and it is advisable not to enter into debate on the subject." FEMA suggests that officials can "emphatically state that FEMA does not have, never has had, nor will ever seek, the authority to suspend the Constitution."

This is just plain untrue. Not only have there been past plans for FEMA and the military to assume an extra-constitutional role, but a recent presidential directive suggest that it is still a possibility not far from the Clinton administration's thoughts. Presidential Decision Directive #63 on "critical infrastructure protection" specifically assigns FEMA the task of "continuity of government" services, the precise term used in previous plans for a anti-constitutional takeover in a time of crisis. Further, as with previous plans, the Clinton order is stunningly silent on any role in such an emergency for the legislative and judicial branches or for state and local government.

It seems as though Oliver North is America-Right’s favorite traitorous scum. During the dark days of the Regan Revolution, when Regan was considering invading Nicaragua, he issued an executive order giving the Federal Emergency Management Agency (F.E.M.A.) a broad range of powers in the event of a “crisis” specifically defined as “violent and widespread internal dissent or national opposition against a U.S. military invasion abroad.” From 1982-84, Colonel Oliver North, as the Assistant Deputy Director for Political-Military Affairs, assisted F.E.M.A.’s efforts in drafting “civil defense” plans based on Regan’s orders. In 1987, during the Iran-Contra scandal, the ugly truth about the program, officially titled “REX-84,” came pouring out. Ultimately, North was convicted of a kid crime: perjury. He now hosts a right-wing radio talk show, but his legacy lives on.

Dick Cheney and Donald Rumsfield have been associates for many years. Some of their greatest hits compilations come straight out of North’s heyday. In the early 80’s, Cheney, then a Wyoming congressman, and Rumsfield, fresh off his position as Ford’s Secretary of Defense, drafted plans for the suspension of the Constitution. The idea was that the basis of our nation could be removed not just after a nuclear attack, but for any “national security emergency.” These conditions were defined under 1988 Executive Order number 12656 as: “Any occurrence, including natural disaster, military attack, technological or other emergency that seriously degrades or seriously threatens the national security of the United States.”

In the wake of such an event, Cheney and Rumsfield set in place a plan for the “Continuity of Government” (COG). According to the Washington Post, if C.O.G. were fully implemented, martial law would be declared in the United States and a network of 100 civilian managers operating outside of Washington would assume governing functions. The plans literally establish a shadow government to take over in case our sitting officials are sacked. Under martial law, F.E.M.A. was to establish a network of civilian and immigrant detention camps to control unrestrained population movements and suppress violent resistance from citizens. Questions about the program persisted to the point where even Regan’s Attorney General, William French Smith, began to raise objections.

Talk of such things emerged again during the 9/11 Commission hearings.

When Bush was appointed to the presidency in 2000, Cheney was reunited with F.E.M.A. According to the 9/11 Commission report, on 9/11 the president ordered the first ever activation of a “top secret” program that would implement further “continuity of government measures.” Oliver North’s plan for suspension of the constitution and the mass detention of civilians became a central part of Rumsfield and Cheney’s C.O.G program. In the 80’s, the three men represented a small faction of this nation’s leadership. Today, they are the nation’s leadership.

Reagan signed NSD 52 that authorized the Federal Emergency Management Agency (FEMA) and National Guard forces to prepare to round up over 400,000 people into prison camps. Under the guidance of an unknown Marine colonel, Oliver North, a secret operation called "Rex 84 Bravo" practiced these plans in April 1984.

The Miami Herald published parts of a FEMA memo that described an "Alpha Two Phase" of the exercise as a test of "emergency legislation, assumption of emergency powers." In other words, the operation included plans for martial law and the suspension of the U.S. Constitution.

REX 84 was connected to the testing of two other major war plans. Operation Night Train deployed thousands of U.S. troops to Contra bases in Honduras for an invasion of Nicaragua. A separate operation practiced military command-and-control for global nuclear war.

When president Ronald Reagan was considering invading Nicaragua he issued a series of executive orders that provided the Federal Emergency Management Agency (FEMA) with broad powers in the event of a "crisis" such as "violent and widespread internal dissent or national opposition against a US military invasion abroad". They were never used.

But with the looming possibility of a US invasion of Iraq, recent pronouncements by President George Bush's domestic security chief, Tom Ridge, and an official with the US Civil Rights Commission should fire concerns that these powers could be employed or a de facto drift into their deployment could occur.

On July 20 the Detroit Free Press ran a story entitled "Arabs in US could be held, official warns". The story referred to a member of the US Civil Rights Commission who foresaw the possibility of internment camps for Arab Americans. FEMA has practised for such an occasion.

FEMA, whose main role is disaster response, is also responsible for handling US domestic unrest.

From 1982-84 Colonel Oliver North assisted FEMA in drafting its civil defence preparations. Details of these plans emerged during the 1987 Iran-Contra scandal.

They included executive orders providing for suspension of the constitution, the imposition of martial law, internment camps, and the turning over of government to the president and FEMA.

A Miami Herald article on July 5, 1987, reported that the former FEMA director Louis Guiffrida's deputy, John Brinkerhoff, handled the martial law portion of the planning. The plan was said to be similar to one Mr Giuffrida had developed earlier to combat "a national uprising by black militants". It provided for the detention "of at least 21million American Negroes"' in "assembly centres or relocation camps".

Today Mr Brinkerhoff is with the highly influential Anser Institute for Homeland Security. Following a request by the Pentagon in January that the US military be allowed the option of deploying troops on American streets, the institute in February published a paper by Mr Brinkerhoff arguing the legality of this.

He alleged that the Posse Comitatus Act of 1878, which has long been accepted as prohibiting such deployments, had simply been misunderstood and misapplied.

The preface to the article also provided the revelation that the national plan he had worked on, under Mr Giuffrida, was "approved by Reagan, and actions were taken to implement it".

By April, the US military had created a Northern Command to aid Homeland defence. Reuters reported that the command is "mainly expected to play a supporting role to local authorities".

However, Mr Ridge, the Director of Homeland Security, has just advocated a review of US law regarding the use of the military for law enforcement duties.

Disturbingly, the full facts and final contents of Mr Reagan's national plan remain uncertain. This is in part because President Bush took the unusual step of sealing the Reagan presidential papers last November. However, many of the key figures of the Reagan era are part of the present administration, including John Poindexter, to whom Oliver North later reported.

At the time of the Reagan initiatives, the then attorney-general, William French Smith, wrote to the national security adviser, Robert McFarlane: "I believe that the role assigned to the Federal Emergency Management Agency in the revised Executive Order exceeds its proper function as a co-ordinating agency for emergency preparedness ... this department and others have repeatedly raised serious policy and legal objections to an 'emergency czar' role for FEMA."

Criticism of the Bush Administration's response to September11 echoes Mr Smith's warning. On June 7 the former presidential counsel John Dean spoke of America's sliding into a "constitutional dictatorship" and martial law.

Most Americans know FEMA, the Federal Emergency Management Agency, as the helping hand that shows up after major natural disasters or large-scale terrorist attacks like 9/11, handing out blankets and dolling out loans like a friendly neighbor with a taxpayer-fattened bank account. But beginning in the early 90's, a small contingent of "conspiracy theorists" began to claim there was something much more sinister to the agency. They see FEMA as the nothing less than the stormtroopers of a New World Order, a dark force for oppression that hides behind its benevolent public image waiting to round up patriotic Americans who dare question the creation of a United Nations-controlled One World Government. Frequently, Jews are implicated as part of the scheme, as are assorted Rockefellers and Rothschilds.

The idea that such a seemingly benign agency could harbor a hidden agenda has been largely dismissed by the mainstream media as the paranoid rantings of people who wear tinfoil hats and spend way too much time indoors. But is there any substance to the black helicopter crowd's suspicions?

In fact, the agency does have a long history of totalitarian impulses. In an era of vanishing civil liberties, GNN believes now more than ever it is important to ask: Should we fear FEMA?

FEMA's precursor was the California Specialized Training Institute, a counter-terrorism training center started by then-Governor Ronald Reagan in 1971. Reagan inaugurated the idea of utilizing the military and law enforcement to combat dissent. He hired retired National Guard General Louis O. Giuffrida to design Operation Cable Splicer. The Cable Splicer plans were martial law proposals to legitimize the arrest and detention of anti-Vietnam war activists and other political dissidents. At the Army War College in 1970, Guiffrida had written a proposal that advocated the roundup and transfer to relocation camps of at least 21 million "American Negroes" in the event of a national uprising.

In 1979, under President Carter, FEMA was officially created with a single stroke of a pen by Executive Order 1-2148. However, Ronald Reagan elevated FEMA to intelligence agency status by giving the National Security Council authority over the planning for civil defense policy and security. Reagan created a senior-level interdepartmental board, the Emergency Mobilization Preparedness Board, or EMPB, a precursor to the cabinet-level Office of Homeland Security. The EMPB was charged with coordinating plans for civil security.

Oliver North enters the story here. From 1982 to 1984, North was assigned by National Security Advisor and fellow Iran-Contra conspirator Robert McFarlane to work on the EMPB. Former General Louis Giuffrida was at EMPB as well. According to Covert Action Quarterly, "By forming the Emergency Mobilization Preparedness Board, Ronald Reagan made it possible for a small group of people, under the authority of the NSC, to wield enormous power. They, in turn, used this executive authority to change civil defense planning into a military/police version" of domestic control. While at EMPB, North revised contingency plans for dealing with nuclear war, domestic insurrection and massive military mobilization.

Giuffrida and North worked to refine and implement Operation GARDEN PLOT, a plan to suspend the Constitution in the event of a national crisis, such as widespread internal opposition to a U.S. military invasion abroad. GARDEN PLOT was actually implemented during LA's Rodney King Riots in the form of street curfews as well as in recent anti-globalization protests.

Coming to a city near you!!! Doubt it will end that well though....I expect some sporadic action late this year with more intensity in 2011 as the hate and violence builds and unemployment runs out.

The number of high-level officials and experts warning that the economic crisis could lead to revolt and revolution world-wide - even in the U.S. - is growing every day:

* The U.S. Army War College in November warned in a monograph [click on Policypointers’ pdf link to see the report] titled “Known Unknowns: Unconventional ‘Strategic Shocks’ in Defense Strategy Development” of crash-induced unrest:

The military must be prepared, the document warned, for a “violent, strategic dislocation inside the United States,” which could be provoked by “unforeseen economic collapse,” “purposeful domestic resistance,” “pervasive public health emergencies” or “loss of functioning political and legal order.” The “widespread civil violence,” the document said, “would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security.”

“An American government and defense establishment lulled into complacency by a long-secure domestic order would be forced to rapidly divest some or most external security commitments in order to address rapidly expanding human insecurity at home,” it went on.

“Under the most extreme circumstances, this might include use of military force against hostile groups inside the United States. Further, DoD [the Department of Defense] would be, by necessity, an essential enabling hub for the continuity of political authority in a multi-state or nationwide civil conflict or disturbance,” the document read.

* Director of National Intelligence Dennis C. Blair said:

"The global economic crisis ... already looms as the most serious one in decades, if not in centuries ... Economic crises increase the risk of regime-threatening instability if they are prolonged for a one- or two-year period," said Blair. "And instability can loosen the fragile hold that many developing countries have on law and order, which can spill out in dangerous ways into the international community."***

"Statistical modeling shows that economic crises increase the risk of regime-threatening instability if they persist over a one-to-two-year period."***

“The crisis has been ongoing for over a year, and economists are divided over whether and when we could hit bottom. Some even fear that the recession could further deepen and reach the level of the Great Depression. Of course, all of us recall the dramatic political consequences wrought by the economic turmoil of the 1920s and 1930s in Europe, the instability, and high levels of violent extremism.”

Blair made it clear that - while unrest was currently only happening in Europe - he was worried this could happen within the United States.

WASHINGTON, D.C. -- While testifying before the Senate Ad Hoc Subcommittee on Disaster Recovery today, the Department of Homeland Security's Federal Emergency Management Agency (FEMA) Administrator Craig Fugate announced the creation of a "Children's Working Group."

The working group will allow FEMA and its partners to explore and implement planning and response strategies specific to children throughout the agency and ensure that during a disaster the unique needs of children are not only considered, but fully integrated into how FEMA administers this support to states and the public.

"It is time for special needs populations, whether children or any other segment of our communities who have traditionally been underserved, to be more fully and consistently integrated into preparedness and planning efforts at every level of government," Administer Fugate said. "Children are a part of every community. We must understand and address their needs from the outset, recognizing that they are not simply small adults. That means not putting the considerations specific to children in a separate box, but incorporating them into our planning on the front end."

The Children's Working Group will be composed of FEMA employees across multiple directorates and offices to ensure coordination and action, and will report directly to the Office of the Administrator. The working group will be chaired by Tracy Wareing, counselor to Secretary Napolitano for FEMA.


Though it may be the most powerful organization in the United States, few people know it even exists. But it has crept into our private lives. Even mortgage papers contain FEMA's name in small print if the property in question is near a flood plain. FEMA was deeply involved in the Los Angeles riots and the 1989 Loma Prieta earthquake in the San Francisco Bay Area. Some of the black helicopter traffic reported throughout the United States, but mainly in the West, California, Washington, Arizona, New Mexico, Texas and Colorado, are flown by FEMA personnel. FEMA has been given responsibility for many new disasters including urban forest fires, home heating emergencies, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. In the West, it works in conjunction with the Sixth Army. FEMA was created in a series of Executive Orders. A Presidential Executive Order, whether Constitutional or not, becomes law simply by its publication in the Federal Registry. Congress is by-passed.

Executive Order Number 12148 created the Federal Emergency Management Agency that is to interface with the Department of Defense for civil defense planning and funding. An "emergency czar" was appointed. FEMA has only spent about 6 percent of its budget on national emergencies. The bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic.

Executive Order Number 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry. Here are just a few Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:

EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.

EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.

EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms.

EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.

EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.

EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.

EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.

EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.

EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation.
